CAPTAIN RALPH A. LOCKHART
MEDICAL SERVICE CORPS, U.S. NAVY
COMMANDING OFFICER
NAVAL HOSPITAL PENSACOLA, FLORIDA
Captain Lockhart, born in Greer,
South Carolina, enlisted in the Navy in 1962. After completing
Boot Camp and Hospital Corps "A" School in San Diego,
his first tour of duty was at Naval Hospital, Charleston, South
Carolina. From shore duty, he completed HM "B" School
in Portsmouth, Virginia, followed by Submarine Training at New
London, Connecticut. He was then assigned to the USS NATHAN HALE
(SSBN-623) and later to the USS WOODROW WILSON (SSBN-624) as an
Independent Duty Hospital Corpsman. He graduated from the
Associate Degree Completion Program (ADCOP) at Del Mar College,
Corpus Christi, Texas with an AA Degree in Business
Administration. He was commissioned an Ensign in the Medical
Service Corps in 1972.
His first duty station as a
commissioned officer was Naval Hospital, Annapolis, Maryland, as
Operating Management Division Officer. In 1975, he was assigned
as a student at Naval School of Health Care Administration,
Bethesda, Maryland, where he earned a Bachelor of Science Degree
in Hospital Administration from George Washington University.
Subsequent tours of duty included
Naval Hospital, Pensacola, Florida, (Assistant Head, Manpower
Division, and Administrative Officer, Branch Medical Clinic NAS
Pensacola); First Marine Expeditionary Brigade, Kaneohe, Hawaii
(Brigade Administrative & Supply Officer and Company
Commander, Co A, 3rd Medical Battalion); Logistics Command
Pacific, Pearl Harbor, Hawaii (Staff Officer & Medical
Planner); and back to Pensacola as Director, Branch Medical
Clinic (NAS) Pensacola. In 1979, while assigned to Pensacola, he
earned a Master of Science Degree in Management from Troy State
University.
Captain Lockhart was next assigned to
the Bureau of Naval Personnel, Washington, D.C., where he served
three years as a Placement Officer and two years as an Assignment
Officer. While in Washington, he completed the Naval War College
Nonresident Seminar course, graduating in June 1988.
In August 1990, he assumed duties as
Officer in Charge, Medical Treatment Facility, USNS COMFORT (T-AH
20). A few days after he reported, COMFORT shifted from reduced
to active status and on 10 August 1990 deployed in support of
Operations Desert Shield/Storm. The military personnel complement
grew from 44 to 1,200 personnel and Captain Lockhart's role
changed from OIC to Executive Officer while the COMFORT was
activated and deployed. On 15 April 1991, the COMFORT returned to
Baltimore and reduced status.
In July 1993, Captain Lockhart
reported to Naval Hospital Pensacola as Executive Officer. In
June 1995, he became Commanding Officer, Naval Hospital
Pensacola.
Among his awards are the: Legion of
Merit, Meritorious Service Medal (2), Navy Commendation Medal
(2), Navy Achievement Medal, Combat Action Ribbon, Navy Unit
Commendation, Navy "E" Ribbon, Good Conduct Medal (2),
National Defense Service Medal (2), Southwest Asia Service Medal,
Sea Service Deployment Ribbon, Kuwaiti Liberation Medal, and
Expert Pistol Shot Medal. He is also a member of the American
Academy of Medical Administrators.
Robert Stentz, LCDR, USN ret
I reported to the Gold Commissioning Crew in May
1963 as a Guided Missileman 3rd. Advanced to Missile Technician
2nd in November 1963 in Mare Island and was proudly
"dipped" off the pier. Applied for and was selected for
the NESEP program and left the boat in June 1966. Went to
"Prep" school in Bainbridge, Maryland, then to Purdue
University in Lafayette, Indiana. Graduated with a Bachelor of
Science Degree in Electrical Engineering and was commissioned an
Ensign in January 1970. Sent to USS OGDEN (LPD-5) in San Diego as
the Communications Officer, then two years later promoted to
Lieutenant and retourted as Navigator. Conducted mine sweeping of
Haiphong Harbor in 1972. Organized communications for all US
military forces for evacuations of Cambodia and Vietnam as Staff
Communicator, Amphibious Squadron One. Instructor at Department
of Defense Staff Telecommunications Officer Course (all services)
at Keesler Air Forse Base, Biloxi, Mississippi from 1976-1978.
During this tour earned my MS at the University of South
Mississippi. Next tour was to Surface Warfare Officer School,
Newport, Rhode Island from August 1978 to February 1979. Next
duty assignment was Operations Officer USS William V. Pratt
(DDG-44) from February 1978 to March 1981. Next assignment was
Operations Officer for CNO Area Rep 8th naval District, New
Orleans, LA. from March 1981 to march 1982. I retired as a
Lieutenant Commander in March 1982.
I opened and operated a construction company in
New Orleans, LA. from 1982 until 1990. Specialized in metal stud
construction, drywall installation, suspended acoustical ceilings
and insulation. November 1990 I joined New York Life Insurance.
Earned designation as Chartered Life Under-Writer and Chartered
Financial Consultant in 1993. Curently specialist in
retirement/estate planning and employee benefits plans for
small/medium employers with under 1000 employees.
Married to Therese R. Stentz, a New Orleans
native. Have a total of five children and three grandchildren.
